The Hughes County Juvenile Service Center was established to provide secure and safe detention for Juveniles who are accused, adjudicated, given a disposition, and/or awaiting transfer to another facility. The Hughes County Service Center offers 8 secure bed and 8 non-secure beds. JSC staffing of 1 administrator and 8 full time detention deputies/ 1 part time detention deputy.

Educational Services
Education is provided by T.F. Riggs School and is conducted from 11:30 to 3:00 Monday through Friday.

The JSC uses a Texting device for juvenile communication with family and friends, phone cards can be purchased through Reliance telephone service www. Reliancetelephone.com/ 1-800-896-3201 or you can place money on account upon requests from Juvenile.
Meals
Youth residing at the Hughes County Juvenile Service Center are provided nutritious Breakfast, Lunch, and Supper each day.
Commissary
Commissary can be ordered 2 times weekly with funds put on juvenile account with cash or money order.
Medical Services
We have medical staff to do initial physical and conduct the medication passes along with medical needs that may arise.
What is PREA?
Congress enacted the Prison Rape Elimination Act (PREA) in 2003 to establish a zero tolerance of sexual abuse in any federal, state or local confinement facility. National standards regarding detection, prevention and response to sexual abuse, as well as gathering data were finalized and went into effect in August 2013.
The Hughes County Jail is committed to ensuring a safe and humane environment for all inmates and has zero tolerance for all forms of sexual abuse, sexual harassment and/or sexual misconduct within its facility.
Sexual contact between inmates and/or staff is not permitted at the Hughes County Jail. According to South Dakota Codified Law 22-22-7.6: sexual acts between any person employed at a jail and detainees is a felony which is punishable by two years in a state penitentiary and a $2,000.00 fine. Inmates engaging in consensual sexual contact are in violation of facility rules and will face disciplinary action.
Inmates receive education about their rights under PREA upon intake and throughout their stay VIA an orientation video that plays daily and an inmate handbook that is issued to each inmate.
How to Report a PREA Related Incident
The facility provides multiple ways for reporting allegations of sexual abuse, sexual harassment, and/or sexual misconduct and all allegations are thoroughly investigated. If deemed criminal, law enforcement is immediately notified. There are no time constraints on making a report.
Ways to report:
• Call Missouri Shores Crisis Line at 1-800-696-7187 for external reporting. If you wish to remain anonymous make that known.
• Report to any staff, volunteer, contractor, or medical or mental health staff.
• Submit a sick call slip or request on texter. • Report to the PREA coordinator or PREA compliance manager.
